2、tthatwilldefineourcourse,andourcharacter,fordecadestocome.Wemustkeepourolddemocracyforeveryoung.Guidedbytheancientvisionofapromisedland,letussetoursightsuponalandofnewpromise. ThepromiseofAmericawasborninthe18thcenturyoutoftheboldconvictionthatweareallcreatedequal.Itwasextendedandpreservedinthe19thc
3、entury,whenournationspreadacrossthecontinent,savedtheunion,andabolishedtheawfulscourgeofslavery. Then,inturmoilandtriumph,thatpromiseexplodedontotheworldstagetomakethistheAmericanCentury.Andwhatacenturyithasbeen.Americabecametheworldsmightiestindustrialpower;savedtheworldfromtyrannyintwoworldwarsand
4、alongcoldwar;andtimeandagain,reachedoutacrosstheglobetomillionswho,likeus,longedfortheblessingsofliberty. Alongtheway,Americansproducedagreatmiddleclassandsecurityinoldage;builtunrivaledcentersoflearningandopenedpublicschoolstoall;splittheatomandexploredtheheavens;inventedthecomputerandthemicrochip;
5、anddeepenedthewellspringofjusticebymakingarevolutionincivilrightsforAfricanAmericansandallminorities,andextendingthecircleofcitizenship,opportunityanddignitytowomen. Now,forthethirdtime,anewcenturyisuponus,andanothertimetochoose.Webeganthe19thcenturywithachoice,tospreadournationfromcoasttocoast.Webe
6、ganthe20thcenturywithachoice,toharnesstheIndustrialRevolutiontoourvaluesoffreeenterprise,conservation,andhumandecency.Thosechoicesmadeallthedifference.Atthedawnofthe21stcenturyafreepeoplemustnowchoosetoshapetheforcesoftheInformationAgeandtheglobalsociety,tounleashthelimitlesspotentialofallourpeople,
7、and,yes,toformamoreperfectunion. Whenlastwegathered,ourmarchtothisnewfutureseemedlesscertainthanitdoestoday.Wevowedthentosetaclearcoursetorenewournation. Inthesefouryears,wehavebeentouchedbytragedy,exhilaratedbychallenge,strengthenedbyachievement.America standsaloneastheworldsindispensablenation.Onc
8、eagain,oureconomyisthestrongestonEarth.Onceagain,wearebuildingstrongerfamilies,thrivingcommunities,bettereducationalopportunities,acleanerenvironment.Problemsthatonceseemeddestinedtodeepennowbendtoourefforts:ourstreetsaresaferandrecordnumbersofourfellowcitizenshavemovedfromwelfaretowork. Andonceagai
9、n,wehaveresolvedforourtimeagreatdebateovertheroleofgovernment.Todaywecandeclare:Governmentisnottheproblem,andgovernmentisnotthesolution.We-theAmericanpeople-wearethesolution.(Applause.)Ourfoundersunderstoodthatwellandgaveusademocracystrongenoughtoendureforcenturies,flexibleenoughtofaceourcommonchall
10、engesandadvanceourcommondreamsineachnewday. Astimeschange,sogovernmentmustchange.Weneedanewgovernmentforanewcentury-humbleenoughnottotrytosolveallourproblemsforus,butstrongenoughtogiveusthetoolstosolveourproblemsforourselves;agovernmentthatissmaller,liveswithinitsmeans,anddoesmorewithless.Yetwhereit
11、canstandupforourvaluesandinterestsintheworld,andwhereitcangiveAmericansthepowertomakearealdifferenceintheireverydaylives,governmentshoulddomore,notless.ThepreeminentmissionofournewgovernmentistogiveallAmericansanopportunity-notaguarantee,butarealopportunity-tobuildbetterlives.(Applause.) Beyondthat,
12、myfellowcitizens,thefutureisuptous.Ourfounderstaughtusthatthepreservationofourlibertyandouruniondependsuponresponsiblecitizenship.Andweneedanewsenseofresponsibilityforanewcentury.Thereisworktodo,workthatgovernmentalonecannotdo:teachingchildrentoread;hiringpeopleoffwelfarerolls;comingoutfrombehindloc
13、keddoorsandshutteredwindowstohelpreclaimourstreetsfromdrugsandgangsandcrime;takingtimeoutofourownlivestoserveothers. Eachandeveryoneofus,inourownway,mustassumepersonalresponsibility-notonlyforourselvesandourfamilies,butforourneighborsandournation.(Applause.)Ourgreatestresponsibilityistoembraceanewsp
14、iritofcommunityforanewcentury.Foranyoneofustosucceed,wemustsucceedasone America. Thechallengeofourpastremainsthechallengeofourfuture-willwebeonenation,onepeople,withonecommondestiny,ornotWillweallcometogether,orcomeapart ThedivideofracehasbeenAmericasconstantcurse.Andeachnewwaveofimmigrantsgivesnewt
15、argetstooldprejudices.Prejudiceandcontempt,cloakedinthepretenseofreligiousorpoliticalconvictionarenodifferent.(Applause.)Theseforceshavenearlydestroyedournationinthepast.Theyplagueusstill.Theyfuelthefanaticismofterror.Andtheytormentthelivesofmillionsinfracturednationsallaroundtheworld. Theseobsessio
16、nscrippleboththosewhohateand,ofcourse,thosewhoarehated,robbingbothofwhattheymightbecome.Wecannot,wewillnot,succumbtothedarkimpulsesthatlurkinthefarregionsofthesouleverywhere.Weshallovercomethem.(Applause.)Andweshallreplacethemwiththegenerousspiritofapeoplewhofeelathomewithoneanother.Ourrichtextureofracial,religiousandpoliticaldiversitywillbeaGodsendinthe21stcentury.Greatrewardswillcometoth
