2、momentthatwilldefineourcourse,andourcharacter,fordecadestocome.Wemustkeepourolddemocracyforeveryoung.Guidedbytheancientvisionofapromisedland,letussetoursightsuponalandofnewpromise. ThepromiseofAmericawasborninthe18thcenturyoutoftheboldconvictionthatweareallcreatedequal.Itwasextendedandpreservedinthe
3、19thcentury,whenournationspreadacrossthecontinent,savedtheunion,andabolishedtheawfulscourgeofslavery. Then,inturmoilandtriumph,thatpromiseexplodedontotheworldstagetomakethistheAmericanCentury.Andwhatacenturyithasbeen.Americabecametheworldsmightiestindustrialpower;savedtheworldfromtyrannyintwoworldwa
4、rsandalongcoldwar;andtimeandagain,reachedoutacrosstheglobetomillionswho,likeus,longedfortheblessingsofliberty. Alongtheway,Americansproducedagreatmiddleclassandsecurityinoldage;builtunrivaledcentersoflearningandopenedpublicschoolstoall;splittheatomandexploredtheheavens;inventedthecomputerandthemicro
5、chip;anddeepenedthewellspringofjusticebymakingarevolutionincivilrightsforAfricanAmericansandallminorities,andextendingthecircleofcitizenship,opportunityanddignitytowomen. Now,forthethirdtime,anewcenturyisuponus,andanothertimetochoose.Webeganthe19thcenturywithachoice,tospreadournationfromcoasttocoast
6、.Webeganthe20thcenturywithachoice,toharnesstheIndustrialRevolutiontoourvaluesoffreeenterprise,conservation,andhumandecency.Thosechoicesmadeallthedifference.Atthedawnofthe21stcenturyafreepeoplemustnowchoosetoshapetheforcesoftheInformationAgeandtheglobalsociety,tounleashthelimitlesspotentialofallourpe
7、ople,and,yes,toformamoreperfectunion. Whenlastwegathered,ourmarchtothisnewfutureseemedlesscertainthanitdoestoday.Wevowedthentosetaclearcoursetorenewournation. Inthesefouryears,wehavebeentouchedbytragedy,exhilaratedbychallenge,strengthenedbyachievement.America standsaloneastheworldsindispensablenatio
8、n.Onceagain,oureconomyisthestrongestonEarth.Onceagain,wearebuildingstrongerfamilies,thrivingcommunities,bettereducationalopportunities,acleanerenvironment.Problemsthatonceseemeddestinedtodeepennowbendtoourefforts:ourstreetsaresaferandrecordnumbersofourfellowcitizenshavemovedfromwelfaretowork. Andonc
9、eagain,wehaveresolvedforourtimeagreatdebateovertheroleofgovernment.Todaywecandeclare:Governmentisnottheproblem,andgovernmentisnotthesolution.We-theAmericanpeople-wearethesolution.(Applause.)Ourfoundersunderstoodthatwellandgaveusademocracystrongenoughtoendureforcenturies,flexibleenoughtofaceourcommon
10、challengesandadvanceourcommondreamsineachnewday. Astimeschange,sogovernmentmustchange.Weneedanewgovernmentforanewcentury-humbleenoughnottotrytosolveallourproblemsforus,butstrongenoughtogiveusthetoolstosolveourproblemsforourselves;agovernmentthatissmaller,liveswithinitsmeans,anddoesmorewithless.Yetwh
11、ereitcanstandupforourvaluesandinterestsintheworld,andwhereitcangiveAmericansthepowertomakearealdifferenceintheireverydaylives,governmentshoulddomore,notless.ThepreeminentmissionofournewgovernmentistogiveallAmericansanopportunity-notaguarantee,butarealopportunity-tobuildbetterlives.(Applause.) 12、that,myfellowcitizens,thefutureisuptous.Ourfounderstaughtusthatthepreservationofourlibertyandouruniondependsuponresponsiblecitizenship.Andweneedanewsenseofresponsibilityforanewcentury.Thereisworktodo,workthatgovernmentalonecannotdo:teachingchildrentoread;hiringpeopleoffwelfarerolls;comingoutfrombehi
13、ndlockeddoorsandshutteredwindowstohelpreclaimourstreetsfromdrugsandgangsandcrime;takingtimeoutofourownlivestoserveothers. Eachandeveryoneofus,inourownway,mustassumepersonalresponsibility-notonlyforourselvesandourfamilies,butforourneighborsandournation.(Applause.)Ourgreatestresponsibilityistoembracea
14、newspiritofcommunityforanewcentury.Foranyoneofustosucceed,wemustsucceedasone America. Thechallengeofourpastremainsthechallengeofourfuture-willwebeonenation,onepeople,withonecommondestiny,ornotWillweallcometogether,orcomeapart ThedivideofracehasbeenAmericasconstantcurse.Andeachnewwaveofimmigrantsgive
15、snewtargetstooldprejudices.Prejudiceandcontempt,cloakedinthepretenseofreligiousorpoliticalconvictionarenodifferent.(Applause.)Theseforceshavenearlydestroyedournationinthepast.Theyplagueusstill.Theyfuelthefanaticismofterror.Andtheytormentthelivesofmillionsinfracturednationsallaroundtheworld. 16、essionscrippleboththosewhohateand,ofcourse,thosewhoarehated,robbingbothofwhattheymightbecome.Wecannot,wewillnot,succumbtothedarkimpulsesthatlurkinthefarregionsofthesouleverywhere.Weshallovercomethem.(Applause.)Andweshallreplacethemwiththegenerousspiritofapeoplewhofeelathomewithoneanother.Ourrichtextureofracial,religiousandpoliticaldiversitywillbeaGodsendinthe21stcentury.Gr
