3、behere.MywifeLauraandIhavetwodaughtersincollege,oneatYaleandtheotherattheUniversityofTexas.WeareproudofourdaughtersjustlikeIamsureyourparentsareproudofyou. MyvisittoChinacomesonanimportantanniversary.Thirtyyearsagothisweek,anAmericanPresidentarrivedinChinaonatripdesignedtoenddecadesofestrangementand
4、confrontcenturiesofsuspicion.PresidentRichardNixonshowedtheworldthattwovastlydifferentgovernmentscouldmeetonthegroundsofcommoninterest,andinaspiritofmutualrespect.Astheylefttheairportthatday,PremierZhouEnlaisaidtoPresidentNixon,Yourhandshakecameoverthevastestoceanintheworldtwenty-fiveyearsofnocommun

Duringthe30yearssince,AmericaandChinahaveexchangedmanyhandshakesoffriendshipandcommerce.Andaswehavehadmorecontactwitheachother,thecitizensofourtwocountrieshavegraduallylearnedmoreabouteachother. Once,AmericaknewChinaonlybyitshistoryasagreatandenduringcivilization.Today,weseeaChinathatisstil
6、ldefinedbynobletraditionsoffamily,scholarship,andhonor.AndweseeaChinathatisbecomingoneofthemostdynamicandcreativesocietiesintheworldasdemonstratedbyalltheknowledgeandpotentialrighthereinthisroom. Chinaisonarisingpath,andAmericawelcomestheemergenceofastrong,peaceful,andprosperousChina. AsAmericalearn
7、smoreaboutChina,IamconcernedthattheChinesepeopledonotalwaysseeaclearpictureofmycountry.Thishappensformanyreasons,someofthemofourownmaking.OurmoviesandtelevisionshowsoftendonotportraythevaluesoftherealAmericaIknow.OursuccessfulbusinessesshowthestrengthofAmericancommerce,butthecommunityspiritandcontri
8、butionsofthosebusinessesarenotalwaysasvisibleastheirmonetarysuccess.SomeoftheerroneouspicturesofAmericaarepaintedbyothers.Myfriend,theAmbassadortoChina,tellsmethatsomeChinesetextbookstalkofAmericansbullyingtheweakandrepressingthepoor.AnotherChinesetextbook,publishedjustlastyear,teachesthatspecialage
9、ntsoftheFBIareusedtorepresstheworkingpeople. Neitheroftheseistrueandwhilethebooksmaybeleftoversfromapreviousera,theyaremisleadingandharmful.Infact,Americansfeelaspecialresponsibilityforthepoorandtheweak.Ourgovernmentspendsbillionsofdollarstoprovidehealthcareandfoodandhousingforthosewhocannothelpthem
10、selvesandevenmoreimportant,manyofourcitizenscontributetheirownmoneyandtimetohelpthoseinneed.Americancompassionstretcheswaybeyondourborders.Wearethenumberoneproviderofhumanitarianaidtopeopleinneedthroughouttheworld.AsforthemenandwomenofourFBIandlawenforcement,theyarethemselvesworkingpeoplewhodevoteth
11、eirlivestofightingcrimeandcorruption. Mycountrycertainlyhasitsshareofproblemsandfaults;likemostnationswereonalongjourneytowardachievingourownidealsofequalityandjustice.Yetthereisareasonournationshinesasabeaconofhopeandopportunity,areasonmanythroughouttheworlddreamofcomingtoAmerica. Weareafreenation,
12、wheremenandwomenhavetheopportunitytoachievetheirdreams.Nomatteryourbackgroundorcircumstanceofbirth,inAmericayoucangetagoodeducation,startabusiness,raiseafamily,worshipfreelyandhelpelecttheleadersofyourcommunityandcountry.Youcansupportthepoliciesofourgovernment,oryouarefreetoopenlydisagreewiththem.Th
13、osewhofearfreedomsometimesargueitcouldleadtochaos,butitdoesnot,becausefreedommeansmorethaneverymanforhimself. Libertygivesourcitizensmanyrights,yetexpectsthemtoexerciseimportantresponsibilities.Ourlibertyisgivendirectionandpurposebymoralcharacter,shapedinstrongfamilies,strongcommunities,andstrongrel
14、igiousinstitutionsandoverseenbyastrongandfairlegalsystem. Mycountrysgreatestsymboltotheworld,theStatueofLiberty,wasdesignedwithgreatcare.Asyoulookclosely,youwillseethatsheisholdingnotoneobject,buttwo.Inonehandisthefamiliartorch,thelightofliberty.Intheotherisabookoflaw. WeareaNationoflaws.Ourcourtsar
15、ehonestandindependent.ThePresidentcanttellthecourtshowtoruleandneithercananyothermemberoftheexecutiveorlegislativebranch.Underourlaw,everyonestandsequal.Nooneisabovethelaw,andnooneisbeneathit. AllpoliticalpowerinAmericaislimitedandtemporary,andonlygivenbyafreevoteofthepeople.WehaveaConstitution,nowt
16、wocenturiesold,whichlimitsandbalancesthepowersofthethreebranchesofourgovernment:judicial,legislativeandexecutive.
