1、社会保障厅工作制度 (一)根据国家有关劳动和社会保险工作的方针政策,制定相应政策和实施方法;研究制订劳动和社会保险制度改革方案;编制全省劳动和社会保险事业开展规划和年度工作方案并组织实施。 (二)受委托研究起草有关劳动和社会保险行政管理的地方性法规、规章草案,经审议通过后组织实施;依法行使国家劳动和社会保险的监督检查职权,指导监督全省劳动和社会保险监督检查机构的工作。 (三)统筹管理全省劳动力资源开发利用和就业工作;指导全省就业效劳机构工作;制定职业介绍机构管理规那么并实施监督;组织实施农村劳动力跨地区有序流动的政策和措施;按分工管理公民出境就业和境外人员入境就业工作;负责外国在浙从事劳动力招
2、聘中介、咨询和培训业务机构的资格管理。 (四)根据国家公布的职业分类、职业技能标准和行业标准,组织制定具体实施方法;综合管理全省技工学校、就业训练中心和社会力量举办的职业培训机构;负责管理在职职工技能培训和失业人员、企业下岗职工再就业培训工作;组织实施劳动预备制度。 (五)制定劳动关系调整的根本规那么;制定和实施劳动合同、集体合同、劳动争议仲裁的规那么;组织实施企业职工工作时间、休息休假、职工福利制度和女工、未成年工特殊劳动保护政策;负责有关政策性安置和调配工作;参与评定国家和省级企业劳动模范。 (六)负责企业职工工资的宏观调控工作;研究制订并组织实施企业工资指导线、工效挂钩、最低工资标准、行
3、业工资收入调节政策和国有企业经营者收入分配政策;负责审核省、部属企业的工资总额;负责省属国有企业主要负责人年薪制的实施工作。 (七)制订企业养老、失业医疗、工伤、生育等社会保险的根本政策和根本标准并组织实施和监督检查。 (八)制订全省社会保险基金收缴、支付、管理、运营的政策并组织实施;对社会保险基金管理实施行政监督;制定社会保险经办机构的管理规那么;会同有关部门制定实施社会保险省级调剂金的管理方法;组织实施社会保险效劳体系建设规划。 (九)制订机关、事业、企业单位补充养老保险、补充医疗保险的政策和补充保险承办机构资格认定标准;审查认定有关机构承办补充保险业务的资格。 (十)承担全省劳动和社会保
