WhenImetthemediaearlierthisweek,theytoldmethatSingaporeanswouldexpectmetospeakindetailontheslowdown,andoffersoluti

IexplainedwhyIdidnotintendtodoso.Wehavealreadydiscussedonmanyoccasionsourshort-termproblems.Iwanttodealwiththelong-termchallenges.Ofgreaterconcerntomearethefundamentalshiftsintheglobaleconomicenvironment,andthefactthatmanyofthejobswhicharelostduringthisslowdown,mightneverreturnafterrecovery.Wen

Moreover,duringthe2023Asianfinancialcrisis,wehadputinplaceamajorpackageofrebatesandcost-cuttingmeasures.Partsofthisarestillineffect,includingtheCP17cut.Then,inthisyearsbudget,RichardHucutcorporateandpersonaltaxes,andgaverebatesonS&Ccharges,rentalsandutili
9、tybills.Recently,GeorgeYeoannouncedanotherpackagetodealwiththecurrenteconomicslowdown. Letmeassureyouthatiftheslowdowndragson,wehavethemeansandabilitytodomoretohelpyou.Andwewillhelpyou.MyMinistersandIarewatchingtheeconomyveryclosely.Weareworkingoutpossibleadditionalmeasures,justincasetheeconomyconti

Ourcurrentproblemistheconsequenceofbeingasmall,openeconomy,highlydependentonexternaltradeandforeigninvestment.WhentheUSandothermajoreconomiesweregrowing,wecaughtthestrongwindsandsurgedahead.Nowthatthewindshavedied,ourgrowthhasslowedtoalmostastandstill
11、.Wedonothavealargedomesticmarkettogoagainstchangesinthewindintheexternalenvironment.Wejusthavetocopewiththem.WhattheGovernmentcando,however,istomakesurethattheeconomystayscompetitiveoverthelongterm,andsoftentheimpactofdownturnsonbusinessesandworkersthroughcost-cuttingmeasuresandrebates. Wearedoingth
12、erightthings,Inarecentsurveyof12AsiancountriesbyPERC,aHongKong-basedrisk-analysisconsultancy,Singaporerankednumberoneforqualityofgovernmentpolicies.PERCreportedthat:Singaporeisaposter-boyofhowtopursueeconomicdevelopment.NowthattheeconomyisslowinginresponsetothedownturninelectronicexportstotheUS,the(
13、Singapore)governmentiscomingupwithnewmeasurestobolstergrowth.Yetitisnotpanicking,norisitradicallychangingotherpoliciesthathavebeenasourceofstabilityandfortifiedinvestorconfidence.(AsianIntelligence,July25,2023) Sodonotloseconfidence.Donotwalkaroundwithyourheadaningsolow,asifwehavebeendiagnosedwithag
14、ravecondition.Wemightbealittleoutofsorts,butitisnotlife-threatening.Whentheglobaleconomyrecovers,sowillwe.Weshouldthereforekeepourspiritsup,andfightoffanygloom.Thereisabiggerbattleafterthis.Wecansucceedonlyifourmoraleishigh. THELASTTENYEARS Letusplanthenextstageofoureconomicclimbevenaswedealwiththec
15、urrentslowdown. Ihadearliergiventhemediaabookletontheprogresswemadeinthe2023s.Acopyhasalsobeengiventoyou. Thisrecordofourachievementssetsthecurrentdownturninperspective.Thelastfewyearshavebeenvolatile-goodgrowthin2023,sharpdownturnin2023,recoveryin2023,10percentgrowthin2023,andnowanotherdownturn.But
16、takingalongerviewoverthelastdecade,wehavemadeconsiderableprogress. Thisshouldgiveustheconfidencethatwecanclimbhigher.Wehavestrongfundamentals.WehaveatestedteamofexperiencedMinisters,MPs,grassrootsandunionleaders,andcivilservants.Wehavecapablepeopleintheprivatesectorandaunitedpopulation.Andwehavetheresourcestoinvestinnewventuresandcapabilities.
