1、村民自治下的村干部胜任力模型研究以重庆市石柱县黄水镇为例摘 要有关村干部胜任力的研究在上个世纪70年代在美国兴起,进入90年来以来这种研究模式逐渐在中国也推广开来,一开始研究领域主要集中在企业及其相关领域,进入新的世纪以后,这种研究的对象逐步扩大到其它领域。新的时期中国的领导人注重“三农问题”的解决,在中国建设社会主义新农村的背景下,村干部的素质要求比以前大大提高了。因为,在新的时期构建一个符合时代要求和基层工作实际的村干部胜任力模型更具实用意义。中国共产党十六届五中全会审议通过了中共中央关于制定国民经济和社会发展第十一个五年规划的建议,同时明确提出建设社会主义新农村是我国现代化进程中的重大历
2、史任务,在中共十七大和十八大中都分别作了补充和强调:要按照生产发展、人民生活宽裕、乡风文明、村容整洁、管理民主的要求,稳步扎实推进新农村建设。然而“上面千条线,下面一根针”,新农村建设的各项方针、政策说到底还得依靠最基层的村干部去贯彻和执行。农村村干部的职能形象如何,不仅关系到党和政府在农民心目中的形象,而且还关系到整个新农村建设的成败。了解村干部职能形象的现状,发现村干部职能形象存在的问题,提出构建村干部理想职能形象的措施,正是本文的写作目的所在。本文以重庆市石柱县黄水镇的村干部为研究对象,把村干部相关的理论和黄水镇的实际在文中统一起来,从三个阶段对该村村干部的胜任能力进行实证的研究和深入探
3、索:第一阶段,综述相关研究文献和重要理论。以胜任力的理论研究为基础,主要叙述了胜任力的来源、概念及相应的背景,借鉴了国内外有关公务员和村干部胜任力模型研究的先关结论。第二阶段主要论述胜任力模型的建构。在对胜任力的相关研究文献和理论研究结论进行综合的基础上,文章提炼出来胜任力的几个主要的核心部分,进而初步提出了假设才能干部胜任力模型,接着对假设模型进行了相关的论证,主要包括相应的调查问卷,对相关的村干部群体进行调查。首先分析村干部的精神素质、心理素质、工作心理等,其次是对村干部在相应岗位上的工作能力进行调查,主要包括基础能力、政策和法规的理解执行能力、具体业务的操作能力等;最后是村干部的管理和领
