Thismilitaryaction,takeninaccordwithUnitedNationsresolutionsandwiththeconsentoftheUnitedStatesCongress,followsmonthsofconstantandvirtuallyendlessdiploma
3、ticactivityonthepartoftheUnitedNations,theUnitedStates,andmany,manyothercountries.ArableaderssoughtwhatbecameknownasanArabsolution,onlytoconcludethatSaddamHusseinwasunwillingtoleaveKuwait.OtherstraveledtoBaghdadinavarietyofeffortstorestorepeaceandjustice.OurSecretaryofState,JamesBaker,heldanhistoric
4、meetinginGeneva,onlytobetotallyrebuffed.Thispastweekend,inalast-ditcheffort,theSecretary-GeneraloftheUnitedNationswenttotheMiddleEastwithpeaceinhisheart-hissecondsuchmission.AndhecamebackfromBaghdadwithnoprogressatallingettingSaddamHusseintowithdrawfromKuwait. Nowthe28countrieswithforcesintheGulfare
5、ahaveexhaustedallreasonableeffortstoreachapeacefulresolution-havenochoicebuttodriveSaddamfromKuwaitbyforce.Wewillnotfail. AsIreporttoyou,airattacksareunderwayagainstmilitarytargetsinIraq.WearedeterminedtoknockoutSaddamHusseinsnuclearbombpotential.Wewillalsodestroyhischemicalweaponsfacilities.MuchofS
6、addamsartilleryandtankswillbedestroyed.OuroperationsaredesignedtobestprotectthelivesofallthecoalitionforcesbytargetingSaddamsvastmilitaryarsenal.InitialreportsfromGeneralSchwarzkopfarethatouroperationsareproceedingaccordingtoplan. Ourobjectivesareclear:SaddamHusseinsforceswillleaveKuwait.Thelegitima
7、tegovernmentofKuwaitwillberestoredtoitsrightfulplace,andKuwaitwillonceagainbefree.IraqwilleventuallycomplywithallrelevantUnitedNationsresolutions,andthen,whenpeaceisrestored,itisourhopethatIraqwillliveasapeacefulandcooperativememberofthefamilyofnations,thusenhancingthesecurityandstabilityoftheGulf.
8、Somemayask:WhyactnowWhynotwaitTheanswerisclear:Theworldcouldwaitnolonger.Sanctions,thoughhavingsomeeffect,showednosignsofaccomplishingtheirobjective.Sanctionsweretriedforwellover5months,andweandouralliesconcludedthatsanctionsalonewouldnotforceSaddamfromKuwait. Whiletheworldwaited,SaddamHusseinsystem
9、aticallyraped,pillaged,andplunderedatinynation,nothreattohisown.HesubjectedthepeopleofKuwaittounspeakableatrocities-andamongthosemaimedandmurdered,innocentchildren. Whiletheworldwaited,Saddamsoughttoaddtothechemicalweaponsarsenalhenowpossesses,aninfinitelymoredangerousweaponofmassdestruction-anuclea
10、rweapon.Andwhiletheworldwaited,whiletheworldtalkedpeaceandwithdrawal,SaddamHusseinduginandmovedmassiveforcesintoKuwait. Whiletheworldwaited,whileSaddamstalled,moredamagewasbeingdonetothefragileeconomiesoftheThirdWorld,emergingdemocraciesofEasternEurope,totheentireworld,includingtoourowneconomy. TheU
11、nitedStates,togetherwiththeUnitedNations,exhaustedeverymeansatourdisposaltobringthiscrisistoapeacefulend.However,SaddamclearlyfeltthatbystallingandthreateninganddefyingtheUnitedNations,hecouldweakentheforcesarrayedagainsthim. Whiletheworldwaited,SaddamHusseinmeteveryovertureofpeacewithopencontempt.W
12、hiletheworldprayedforpeace,Saddampreparedforwar. IhadhopedthatwhentheUnitedStatesCongress,inhistoricdebate,tookitsresoluteaction,SaddamwouldrealizehecouldnotprevailandwouldmoveoutofKuwaitinaccordwiththeUnitedNationresolutions.Hedidnotdothat.Instead,heremainedintransigent,certainthattimewasonhisside.
13、 SaddamwaswarnedoverandoveragaintocomplywiththewilloftheUnitedNations:LeaveKuwait,orbedrivenout.Saddamhasarrogantlyrejectedallwarnings.Instead,hetriedtomakethisadisputebetweenIraqandtheUnitedStatesofAmerica. Well,hefailed.Tonight,28nations-countriesfrom5continents,EuropeandAsia,Africa,andtheArabLeag
14、ue-haveforcesintheGulfareastandingshouldertoshoulderagainstSaddamHussein.Thesecountrieshadhopedtheuseofforcecouldbeavoided.Regrettably,wenowbelievethatonlyforcewillmakehimleave. Priortoorderingourforcesintobattle,Iinstructedourmilitarycommanderstotakeeverynecessarysteptoprevailasquicklyaspossible,an
15、dwiththegreatestdegreeofprotectionpossibleforAmericanandalliedservicemenandwomen.IvetoldtheAmericanpeoplebeforethatthiswillnotbeanotherVietnam,andIrepeatthisheretonight.Ourtroopswillhavethebestpossiblesupportintheentireworld,andtheywillnotbeaskedtofightwithonehandtiedbehindtheirback.Imhopefulthatthi
