Thisisatimelyaddress.WhateverelsepeopledisagreeuponinEuropetoday,theyatleastagreeononepoint:Europeisinthemidstofaprofounddebateaboutitsfuture.Iwanttotalktoyouplainlytodayaboutthisdebate,thereasonsforitandhowtoresolvei
3、t.Ineverycrisisthereisanopportunity.ThereisonehereforEuropenow,ifwehavethecouragetotakeit. ThedebateoverEuropeshouldnotbeconductedbytradinginsultsorintermsofpersonality.Itshouldbeanopenandfrankexchangeofideas.AndrightattheoutsetIwanttodescribeclearlyhowIdefinethedebateandthedisagreementunderlyingit.
4、 TheissueisnotbetweenafreemarketEuropeandasocialEurope,betweenthosewhowanttoretreattoacommonmarketandthosewhobelieveinEuropeasapoliticalproject. Thisisnotjustamisrepresentation.ItistointimidatethosewhowantchangeinEuropebyrepresentingthedesireforchangeasbetrayaloftheEuropeanideal,totrytoshutoffseriou
5、sdebateaboutEuropesfuturebyclaimingthattheveryinsistenceondebateistoembracetheanti-Europe. ItisamindsetIhavefoughtagainstallmypoliticallife.Idealssurvivethroughchange.Theydiethroughinertiainthefaceofchallenge. Iamapassionatepro-European.Ialwayshavebeen.Myfirstvotewasin1975intheBritishreferendumonmem
6、bershipandIvotedyes.In1983,whenIwasthelastcandidateintheUKtobeselectedshortlybeforethatelectionandwhenmypartyhadapolicyofwithdrawingfromEurope,ItoldtheselectionconferencethatIdisagreedwiththepolicy.SomethoughtIhadlosttheselection.SomeperhapswishIhad.Ithenhelpedchangeourpolicyinthe1980sandwasproudoft
7、hatchange. SincebeingPrimeMinisterIsignedtheSocialChapter,helped,alongwithFrance,tocreatethemodernEuropeanDefencePolicy,haveplayedmypartintheAmsterdam,theNice,thentheRomeTreaties. Thisisaunionofvalues,ofsolidaritybetweennationsandpeople,ofnotjustacommonmarketinwhichwetradebutacommonpoliticalspaceinw
8、hichweliveascitizens. Italwayswillbe. IbelieveinEuropeasapoliticalproject.IbelieveinEuropewithastrongandcaringsocialdimension.IwouldneveracceptaEuropethatwassimplyaneconomicmarket. Tosaythatistheissueistoescapetherealdebateandhideinthecomfortzoneofthethingswehavealwayssaidtoeachotherintimesofdifficu
9、lty. ThereisnotsomedivisionbetweentheEuropenecessarytosucceedeconomicallyandsocialEurope.PoliticalEuropeandeconomicEuropedonotliveinseparaterooms. ThepurposeofsocialEuropeandeconomicEuropeshouldbetosustaineachother. ThepurposeofpoliticalEuropeshouldbetopromotethedemocraticandeffectiveinstitutionstod
10、eveloppolicyinthesetwospheresandacrosstheboardwherewewantandneedtocooperateinourmutualinterest. Butthepurposeofpoliticalleadershipistogetthepoliciesrightfortodaysworld. For50yearsEuropesleadershavedonethat.Wetalkofcrisis.Letusfirsttalkofachievement.Whenthewarended,Europewasinruins.TodaytheEUstandsas
11、amonumenttopoliticalachievement.Almost50yearsofpeace,50yearsofprosperity,50yearsofprogress.Thinkofitandbegrateful. ThebroadsweepofhistoryisonthesideoftheEU.Countriesroundtheworldarecomingtogetherbecauseincollectivecooperationtheyincreaseindividualstrength.Untilthesecondhalfofthe20thCentury,forcentur
12、iesEuropeannationsindividuallyhaddominatedtheworld,colonisedlargepartsofit,foughtwarsagainsteachotherforworldsupremacy. OutofthecarnageoftheSecondWorldWar,politicalleadershadthevisiontorealisethosedaysweregone.Todaysworlddoesnotdiminishthatvision.Itdemonstratesitsprescience.TheUSAistheworldsonlysupe
13、rpower.ButChinaandIndiainafewdecadeswillbetheworldslargesteconomies,eachofthemwithpopulationsthreetimesthatofthewholeoftheEU.TheideaofEurope,unitedandworkingtogether,isessentialforournationstobestrongenoughtokeepourplaceinthisworld. Now,almost50yearson,wehavetorenew.Thereisnoshameinthat.Allinstituti
14、onsmustdoit.Andwecan.ButonlyifweremarrytheEuropeanidealswebelieveinwiththemodernworldwelivein. IfEuropedefaultedtoEuroscepticism,orifEuropeannationsfacedwiththisimmensechallenge,decidetohuddletogether,hopingwecanavoidglobalisation,shrinkawayfromconfrontingthechangesaroundus,takerefugeinthepresentpol
15、iciesofEuropeasifbyconstantlyrepeatingthem,wewouldbytheveryactofrepetitionmakethemmorerelevant,thenweriskfailure.Failureonagrand,strategic,scale.ThisisnotatimetoaccusethosewhowantEuropetochangeofbetrayingEurope.ItisatimetorecognisethatonlybychangewillEuroperecoveritsstrength,itsrelevance,itsidealism
16、andthereforeitssupportamongstthepeople. Andaseverthepeopleareaheadofthepoliticians.Wealwaysthinkasapoliticalclassthatpeople,unconcernedwiththedailyobsessionofpolitics,maynotunderstandit,maynotseeitssubtletiesanditscomplexities.But,ultimately,peoplealwaysseepoliticsmoreclearlythanus.Preciselybecausetheyarenotdailyobsessedwithit.
