6、erageenrollmentofonly150pergrade,About500moreareonthedrawingboard.Districtsalloverthecountryaretakingnotice,alongwithmayorsincitieslikeNewYork,ChicagoandSanDiego.Themovementincludesindependentpubliccharterschools,suchasNo.1BASISinTucson,withonly120high-schoolersand18graduatesthisyear.Itembracesdistr
