1、摘要党的十九大报告对深化干部人事制度改革、建设高素质专业化干部队伍作出重要部署。 “治国之要,首在用人”,选拔任用一心为民、信念坚定、实事求是、勤于政事、勇于担当、廉洁奉公的好干部,是党的事业成功的关键;以严的要求、铁的纪律把好干部选拔任用关,更是各级党委的职责所在。中央选任地方干部的制度,是中国政治制度的重要环节,也是中国干部人事制度的核心内容。然而,目前中央在选任地方干部时还存在诸多的问题,影响了党和国家事业发展。本文正是基于这样的背景,对中国中央选拔任用地方干部的制度做了一些分析和探索。文章由导论、正文和结论三个部分构成。导论部分主要是做了一些基础性的工作,能帮助我们更好的把握文章的要旨
2、,正文共有四个部分,第一部分中作者首先阐述了中央选任地方干部制度的理论依据,主要包括单一制的国家结构形式、中国共产党的领导、中央与地方的权力划分三个方面;第二部分中作者顺着时间脉络对中央选任地方干部制度的历史沿革进行了详细梳理,第三部分中作者揭露了目前中央选任地方干部制度的现状与问题:缺乏有效的监督机制、带病提拔问题严重、干部选任缺乏民主性和透明性、干部选任走不出人情“怪圈”。第四部分中作者针对第三部分中提出的问题给出了一些可行的建议:需要在干部选任权限上进一步贯彻民主集中的精神,在干部选任管理机制上建立更加完善的监督机制,在干部选任标准上建立起更加科学完善的规范体系,进一步完善干部选任制度的
3、相关政策法规体系。通过以上论述,笔者认为,中央对地方干部的选任制度,从建国前沿袭至今,仍在在不断地发展和完善,目前已有的制度虽有着较为明确的标准,但不可避免地仍然有些需要完善的地方。本文采用理论结合实际的研究方法。不仅详细介绍了中央选任地方干部制度的理论依据,并结合当今中央选任地方干部的实践情况,探究其中存在的问题,并试图提出改革建议。此外,本文还采用了历史比较研究法。本文选取了自建国以来不同历史时期的干部选任制度进行了比较,明确了中国干部选任制度的发展路径,有助于发现不同历史时期中国干部选任制度的相关进展以及仍然存在的问题,有利于进一步的研究与分析。【关键词】干部选任制度、中央与地方、党管干
