Oureconomyisheadingintothesummeronthefasttrack,andoneofthebestwaystokeepourmomentumgoingistorestrainspendinginWashington,D.C.Earlierthismonth,Congresstookanimportantstepbypassinganemergencys
4、pendingbillthatstayedwithinthestrictspendinglimitsIset.Thebillincludednecessaryfundingforhighpriorities,suchasequippingourmilitaryandrebuildingtheGulfCoast,anditshoweddisciplineinotherareas.Congressdeservescreditformeetingmyspendinglimits,andIwaspleasedtosigntheemergencyspendingbillintolaw. AsMember
5、sofCongressshowrestraintonspendingbills,theyalsoneedtomakereformsinthespendingprocess.Underthecurrentsystem,manylawmakersareabletoinsertfundingforpetprojectsintolargespendingbills.Thisprocessiscalledearmarking,anditoftenresultsinunnecessaryspending.Forexample,abilltofundourmilitarycanbeloadedupwithu
6、njustifiedearmarksandotherspendingthatmaynotaddtoournationalsecurity. ThisleavesMembersofCongresswithtwobadoptions-theycaneithervoteagainstthewholebill,includingalltheworthwhilespending,ortheyhavetoacceptthewholebill,includingthewastefulspending.ThePresidentisleftwiththesamedilemma-eitherhehastoveto
7、theentirebillorsignthebillandapprovetheunnecessaryspending. Theresasmarterwaytohandletaxpayerdollars,anditbeginswithgrantingthePresidentatoolcalledtheline-itemveto.Aline-itemvetowouldallowthePresidenttoremovewastefulspendingfromabillwhilepreservingtherestofthelegislation.Forty-threeofourNations50gov
8、ernorshaveline-itemvetoauthority,andtheyhaveusedthatauthoritytoremoveneedlessspendingfromotherwisegoodbills. Tenyearsago,MembersofCongressfrombothpartiesvotedtograntPresidentClintontheline-itemveto.However,theSupremeCourtruledthatversionoftheline-itemvetounconstitutionalbecauseittooktoomuchspendinga
9、uthorityawayfromtheCongress.Iproposedanewversionoftheline-itemvetothatfixestheproblemandgivesthePresidentaclearandconstitutionalwaytocutwastefulspending.Undermyproposal,thePresidentwouldidentifyalistofunnecessaryitemsthatshouldberemovedfromalargerspendingbill.Congresswouldthenberequiredtoholdaprompt
10、up-or-downvoteonthelist. Aline-itemvetowouldgivethePresidentawaytoinsistongreaterdisciplineinthebudget.Aline-itemvetowouldreducetheincentiveforCongresstospendwastefullybecausewhenlawmakersknowtheirpetprojectswillbehelduptopublicscrutiny,theywillbelesslikelytosuggesttheminthefirstplace.Mostimportantl
11、y,aline-itemvetowouldbenefitAmericantaxpayersbyensuringgreaterrespectfortheirhard-earneddollars.
