3、ringingthefunctionofadministrationforindustryandcommerceintofullplay，providingbetterserviceforthedevelopmentofforeign-investedenterprises，givingbetterplaytothepositiverolesoftheforeigncapitalinpromotingtechnologicalinnovation，industryupgrading，regionalcoordinateddevelopmentandotheraspects，accelerati
4、ngandimprovingthequalityandlevelofforeigncapitalutilizationandgivingimpetustothetransferofeconomicdevelopmentmodesactively，thefollowingcommentsareherebyproposed： i.furtherencourageforeigninvestorstoincreaseinvestment （i）fullysupportgroupoperationofforeign-investedenterprises.investmentcompaniesestab
5、lishedbyforeigninvestorsareencouragedtoapplyforestablishingenterprisegroups.thenamesofenterprisegroupsareallowedtohaveabbreviations;theparentcompaniescanusesuchmarkas“groupor“（group）intheircompanynames;thenamesofsubsidiarycompaniescanbeprecededbythenamesofenterprisesgroupsortheabbreviations;joint-st
6、ockcompaniesnamescanalsobeprecededbythenamesofenterprisegroupsortheabbreviationswiththeapprovalfromtheenterprisegroups. （ii）fullysupportcapitalincreaseofforeign-investedenterpriseswithcreditorsrights.activelyresearchadministrativemeasuresforcapitalcontributionwithcredit，andstandardizetheproceduresof
7、capitalcontribution.conscientiouslydoagoodjobinthemodificationregistrationofwaysofcapitalcontributionsofforeign-investedenterprises.upontheregistrationofforeignexchangeandapprovalfromtheapprovalauthorities，greateffortsshouldbemadetosupportinvestorsofforeign-investedenterprisestoincreasetheregistered
8、capitalwiththecreditorsrightsoftheenterprises. （iii）activelyencourageforeigninvestorstoestablishpartnershipenterprises.encourageforeignenterprisesorindividualswithadvancedtechnologiesandmanagementexperiencetoestablishpartnershipenterprisesinchinathroughenhancingguidance，practicingmorecoordinationand
9、improvingefficiency，anddiversifytypesofforeign-investedenterprisesandbroadenchannelsofforeign-relatedeconomiccooperationandtechnologicalexchanges. （iv）positivelyrenderhelptoalleviateinvestmentdifficultofforeign-investedenterprises.forthoseforeign-investedenterpriseswhichdefaultonfurthercapitalcontri
10、butionsduetotemporarycapitalshortageaftertheinitialcapitalcontributionandwithoutarecordoflaw-breaking，-1- aprolongedtimelimittothecapitalcontributionshallbegrantedbytheregistrationauthoritiesupontheapprovalofapplication. ii.promotethestructureoptimizationofforeigncapitalutilizationvigorously （v）vigo
11、rouslysupportaccelerateddevelopmentofforeign-investedserviceenterprises.whollyforeign-investedenterprisesorforeign-investedenterprisescontrolledbyforeigninvestorsusingthetitlesofenterprisesinforeigncountries（regions）canapplytousesuchmarkas“（china）intheirnames，iftheyinvestinmodernserviceindustryandhi
12、ghandnewtechnologyindustrywithregisteredcapitalofrmb30，000，000.uponotherwisespecified，foreign-investedserviceenterprisesandtheirauthorizedbranchescanapplyforregistrationofotherbusinessbranchesattheregistrationauthoritieswheretheyarelocated. （vi）substantiallysupportestablishmentoffunctionalorganizati
13、onsbymultinationalcorporationsandinvestmentinserviceoutsourcingindustrybyforeigninvestors.formultinationalcorporationswhichestablishtheregionalheadquarters，rdcenters，purchasecenters，financemanagementcenters，settlementcenters，costandprofitcalculationcentersandotherfunctionaldepartmentswithinchinaandf
14、oreign-investedserviceoutsourcingenterprises，wordsindicatingthefunctionsoftheirenterprisescanbeusedintheenterprisenamesanddescriptionofbusinessscope. （vii）provideactiveserviceintrans-regionaltransferofforeign-investedenterprises.providebetterservicestoimprovetheregistrationservicesystemandstrengthen
15、thecontinuityofforeign-investedenterprisesregistration.forthoseforeign-investedenterprisestransferringfromtheeasternregiontothecentralandwesternregioninchina，registrationauthoritiesshouldcarryoutfirst-askedresponsibilitysystem，andprovidefull-waytracingservicestoactivelyprovideefficientregistrationse
16、rviceforenterprisetransfer. （viii）provideactiveserviceinconstructionofbordereconomiccooperativezone.measuresshouldbetakentoencourageinvestorstoestablishforeign-investedenterprisesofvarioustypesinbordereconomiccooperativezones.positivelyguideforeignanddomesticnaturalpersonstoestablishforeign-investedpartnershipenterprisesinthosezonesandclarifytheiroperationentitiesqualificationssoastopromotetheconstructiono
