2、oryofournation,itisacommonplaceoccurrence.theorderlytransferofauthorityascalledforintheconstitutionroutinelytakesplaceasithasforalmosttwocenturiesandfewofusstoptothinkhowuniquewereallyare.intheeyesofmanyintheworld,thisevery-4-yearceremonyweacceptasnormalisnothinglessthanamiracle. mr.president,iwanto
3、urfellowcitizenstoknowhowmuchyoudidtocarryonthistradition.byyourgraciouscooperationinthetransitionprocess,youhaveshownawatchingworldthatweareaunitedpeoplepledgedtomaintainingapoliticalsystemwhichguaranteesindividuallibertytoagreaterdegreethananyother,andithankyouandyourpeopleforallyourhelpinmaintain
4、ingthecontinuitywhichisthebulwarkofourrepublic. thebusinessofournationgoesforward.theseunitedstatesareconfrontedwithaneconomicafflictionofgreatproportions.wesufferfromthelongestandoneoftheworstsustainedinflationsinournationalhistory.itdistortsoureconomicdecisions,penalizesthrift,andcrushesthestruggl
5、ingyoungandthefixed-incomeelderlyalike.itthreatenstoshatterthelivesofmillionsofourpeople. idleindustrieshavecastworkersintounemployment,causinghumanmiseryandpersonalindignity.thosewhodoworkaredeniedafairreturnfortheirlaborbyataxsystemwhichpenalizessuccessfulachievementandkeepsusfrommaintainingfullpr
6、oductivity. butgreatasourtaxburdenis,ithasnotkeptpacewithpublicspending.fordecades,wehavepileddeficitupondeficit,mortgagingourfutureandourchildrenX39;sfutureforthetemporaryconvenienceofthepresent.tocontinuethislongtrendistoguaranteetremendoussocial,cultural,political,andeconomicupheavals. youandi,as
7、individuals,can,byborrowing,livebeyondourmeans,butforonlyalimitedperiodoftime.why,then,shouldwethinkthatcollectively,asanation,wearenotboundbythatsamelimitation。 wemustacttodayinordertopreservetomorrow.andlettherebenomisunderstanding-wearegoingtobegintoact,beginningtoday. theeconomicillswesufferhave
8、comeuponusoverseveraldecades.theywillnotgoawayindays,weeks,ormonths,buttheywillgoaway.theywillgoawaybecausewe,asamericans,havethecapacitynow,aswehavehadinthepast,todowhateverneedstobedonetopreservethislastandgreatestbastionoffreedom. inthispresentcrisis,governmentisnotthesolutiontoourproblem. fromti
9、metotime,wehavebeentemptedtobelievethatsocietyhasbecometoocomplextobemanagedbyself-rule,thatgovernmentbyanelitegroupissuperiortogovernmentfor,by,andofthepeople.butifnooneamongusiscapableofgoverninghimself,thenwhoamongushasthecapacitytogovernsomeoneelse。allofustogether,inandoutofgovernment,mustbearth
10、eburden.thesolutionsweseekmustbeequitable,withnoonegroupsingledouttopayahigherprice. wehearmuchofspecialinterestgroups.ourconcernmustbeforaspecialinterestgroupthathasbeentoolongneglected.itknowsnosectionalboundariesorethnicandracialdivisions,anditcrossespoliticalpartylines.itismadeupofmenandwomenwho
11、raiseourfood,patrolourstreets,manourminesandourfactories,teachourchildren,keepourhomes,andhealuswhenwearesick-professionals,industrialists,shopkeepers,clerks,cabbies,andtruckdrivers.theyare,inshort,wethepeople,thisbreedcalledamericans. well,thisadministrationX39;sobjectivewillbeahealthy,vigorous,gro
12、wingeconomythatprovidesequalopportunityforallamericans,withnobarriersbornofbigotryordiscrimination.puttingamericabacktoworkmeansputtingallamericansbacktowork.endinginflationmeansfreeingallamericansfromtheterrorofrunawaylivingcosts.allmustshareintheproductiveworkofthisnewbeginningandallmustshareinthe
13、bountyofarevivedeconomy.withtheidealismandfairplaywhicharethecoreofoursystemandourstrength,wecanhaveastrongandprosperousamericaatpeacewithitselfandtheworld. so,aswebegin,letustakeinventory.weareanationthathasagovernment-nottheotherwayaround.andthismakesusspecialamongthenationsoftheearth.ourgovernmen
14、thasnopowerexceptthatgranteditbythepeople.itistimetocheckandreversethegrowthofgovernmentwhichshowssignsofhavinggrownbeyondtheconsentofthegoverned. itismyintentiontocurbthesizeandinfluenceofthefederalestablishmentandtodemandrecognitionofthedistinctionbetweenthepowersgrantedtothefederalgovernmentandth
15、osereservedtothestatesortothepeople.allofusneedtoberemindedthatthefederalgovernmentdidnotcreatethestates;thestatescreatedthefederalgovernment. now,sotherewillbenomisunderstanding,itisnotmyintentiontodoawaywithgovernment.itis,rather,tomakeitwork-workwithus,notoverus;tostandbyourside,notrideonourback.
16、governmentcanandmustprovideopportunity,notsmotherit;fosterproductivity,notstifleit. ifwelooktotheanswerastowhy,forsomanyyears,weachievedsomuch,prosperedasnootherpeopleonearth,itwasbecausehere,inthisland,weunleashedtheenergyandindividualgeniusofmantoagreaterextentthanhaseverbeendonebefore.freedomandthedignityoftheindividualhavebeenmoreavailableandassuredherethaninanyotherplaceonearth.th
