4、，在经济上有较强的互补性，开展并加强双边受、投资关系是一种双赢选择。然而因种种原因，迄今为止欧盟对华投资数量依然不多，质量依然不高，影响了双边受、投资关系的进一步深化和我国经济开展水平的提高。因而本文试图就欧盟对华投资的数量、质量问题等进行分析和解答，并就其未来一段时期内的对华投资趋势作一预测，由此勾勒出它对华投资的大致轮廓，以求抛砖引玉，使大家能对欧盟对华投资状况有所知、有所思、有所想，并共同为欧盟、乃至其他各国对华投资状况的改善出谋划策。在文章的结构安排上，正文共分四局部第一局部：欧盟对华直接投资的现状。长期以来，欧盟对华投资额一直占我国吸引的外资总额的一个很小的比例。诚然，欧盟的主要竞争
5、对手亚洲四小和日本有地理位置、文化背景等方面的优势，鉴此，它们对我国直接投资可能更为容易。但在经济全球化、资本等生产要素在世界范围内自由流动的今天，以地理位置、文化背景等作为解释直接投资区位分布的理由显然站不住脚。第二局部：欧盟对华直接投资存在的各种问题。多渠道、高质量地引进外资是我国引资工作的重点，而其中尤为重要的是质量问题。因为引资质量不高，引资再多也是枉然，甚至会“南辕北辙，给国民经济带来不利影响。第三局部：欧盟对华直接投资的影响。欧盟对华直接投资作为中国资本的一局部，必然具有资本的属性，它对中国经济最直接的影响就是能够解决资金短缺的问题，并发挥投资乘数效应。同时，欧盟直接投资与国内资本
