Thisisatimelyaddress.WhateverelsepeopledisagreeuponinEuropetoday,theyatleastagreeononepoint:Europeisinthemidstofaprofounddebateaboutitsfuture.Iwanttotalktoyouplainlytodayaboutthisdebate,thereasonsforitandhowtoresolveit.Inever
3、ycrisisthereisanopportunity.ThereisonehereforEuropenow,ifwehavethecouragetotakeit. ThedebateoverEuropeshouldnotbeconductedbytradinginsultsorintermsofpersonality.Itshouldbeanopenandfrankexchangeofideas.AndrightattheoutsetIwanttodescribeclearlyhowIdefinethedebateandthedisagreementunderlyingit. Theissu
4、eisnotbetweenafreemarketEuropeandasocialEurope,betweenthosewhowanttoretreattoacommonmarketandthosewhobelieveinEuropeasapoliticalproject. Thisisnotjustamisrepresentation.ItistointimidatethosewhowantchangeinEuropebyrepresentingthedesireforchangeasbetrayaloftheEuropeanideal,totrytoshutoffseriousdebatea
5、boutEuropesfuturebyclaimingthattheveryinsistenceondebateistoembracetheanti-Europe. ItisamindsetIhavefoughtagainstallmypoliticallife.Idealssurvivethroughchange.Theydiethroughinertiainthefaceofchallenge. Iamapassionatepro-European.Ialwayshavebeen.Myfirstvotewasin1975intheBritishreferendumonmembershipa
6、ndIvotedyes.In1983,whenIwasthelastcandidateintheUKtobeselectedshortlybeforethatelectionandwhenmypartyhadapolicyofwithdrawingfromEurope,ItoldtheselectionconferencethatIdisagreedwiththepolicy.SomethoughtIhadlosttheselection.SomeperhapswishIhad.Ithenhelpedchangeourpolicyinthe1980sandwasproudofthatchang
7、e. SincebeingPrimeMinisterIsignedtheSocialChapter,helped,alongwithFrance,tocreatethemodernEuropeanDefencePolicy,haveplayedmypartintheAmsterdam,theNice,thentheRomeTreaties. Thisisaunionofvalues,ofsolidaritybetweennationsandpeople,ofnotjustacommonmarketinwhichwetradebutacommonpoliticalspaceinwhichweli
8、veascitizens. Italwayswillbe. IbelieveinEuropeasapoliticalproject.IbelieveinEuropewithastrongandcaringsocialdimension.IwouldneveracceptaEuropethatwassimplyaneconomicmarket. Tosaythatistheissueistoescapetherealdebateandhideinthecomfortzoneofthethingswehavealwayssaidtoeachotherintimesofdifficulty. The
9、reisnotsomedivisionbetweentheEuropenecessarytosucceedeconomicallyandsocialEurope.PoliticalEuropeandeconomicEuropedonotliveinseparaterooms. ThepurposeofsocialEuropeandeconomicEuropeshouldbetosustaineachother. ThepurposeofpoliticalEuropeshouldbetopromotethedemocraticandeffectiveinstitutionstodeveloppo
10、licyinthesetwospheresandacrosstheboardwherewewantandneedtocooperateinourmutualinterest. Butthepurposeofpoliticalleadershipistogetthepoliciesrightfortodaysworld. For50yearsEuropesleadershavedonethat.Wetalkofcrisis.Letusfirsttalkofachievement.Whenthewarended,Europewasinruins.TodaytheEUstandsasamonumen
11、ttopoliticalachievement.Almost50yearsofpeace,50yearsofprosperity,50yearsofprogress.Thinkofitandbegrateful. ThebroadsweepofhistoryisonthesideoftheEU.Countriesroundtheworldarecomingtogetherbecauseincollectivecooperationtheyincreaseindividualstrength.Untilthesecondhalfofthe20thCentury,forcenturiesEurop
12、eannationsindividuallyhaddominatedtheworld,colonisedlargepartsofit,foughtwarsagainsteachotherforworldsupremacy. OutofthecarnageoftheSecondWorldWar,politicalleadershadthevisiontorealisethosedaysweregone.Todaysworlddoesnotdiminishthatvision.Itdemonstratesitsprescience.TheUSAistheworldsonlysuperpower.B
13、utChinaandIndiainafewdecadeswillbetheworldslargesteconomies,eachofthemwithpopulationsthreetimesthatofthewholeoftheEU.TheideaofEurope,unitedandworkingtogether,isessentialforournationstobestrongenoughtokeepourplaceinthisworld. Now,almost50yearson,wehavetorenew.Thereisnoshameinthat.Allinstitutionsmustd
14、oit.Andwecan.ButonlyifweremarrytheEuropeanidealswebelieveinwiththemodernworldwelivein. IfEuropedefaultedtoEuroscepticism,orifEuropeannationsfacedwiththisimmensechallenge,decidetohuddletogether,hopingwecanavoidglobalisation,shrinkawayfromconfrontingthechangesaroundus,takerefugeinthepresentpoliciesofE
15、uropeasifbyconstantlyrepeatingthem,wewouldbytheveryactofrepetitionmakethemmorerelevant,thenweriskfailure.Failureonagrand,strategic,scale.ThisisnotatimetoaccusethosewhowantEuropetochangeofbetrayingEurope.ItisatimetorecognisethatonlybychangewillEuroperecoveritsstrength,itsrelevance,itsidealismandthere
16、foreitssupportamongstthepeople. Andaseverthepeopleareaheadofthepoliticians.Wealwaysthinkasapoliticalclassthatpeople,unconcernedwiththedailyobsessionofpolitics,maynotunderstandit,maynotseeitssubtletiesanditscomplexities.But,ultimately,peoplealwaysseepoliticsmoreclearlythanus.Preciselybecausetheyarenotdailyobsessedwithit. Theissueisnotabouttheide
