4、老模式是老龄化背景下，中国解决社会化养老问题的新期望，也是缓解我国目前医疗领域、养老领域资源配置不合理的新思路。“医养结合”是一种养老理念的创新，是养老思维的转变。“医养结合”中的“医”和“养”是两个不同的层次，“医”指的是医疗，“养”又细分为养生和养护。随着老年人在养老过程中健康状况的不断恶化，所侧重的层次依次为：养生医疗养护。通过多层次、专业化的养老服务完成医疗资源和养老资源的整合。它所针对的目标群体是全体老年人，实现形式并不仅仅局限于机构养老，“医养结合”可以通过居家养老服务网络辐射到更多居家老年人。“医养结合”养老模式是实践“医养结合”理念，实现医疗资源与养老资源整合，达到资源优化配置
5、的方法或手段。论文把“医养结合”养老模式分为内置型、联动型和辐射型，其中内置型又细分为养老机构内置医疗机构和医疗机构内置养老机构，联动型细分为专业性养老机构+医疗机构和复合型养老机构+医疗机构。并对每种模式加以典型案例分析，最后针对这三种类型进行综合对比研究。最后，论文在研究“医养结合”养老模式发展现状的基础上，从需求和供给两个角度分析了当前“医养结合”养老模式发展存在的问题。并有针对性的从加大养老事业投入、促进养老保障体系改革、建立长期照护保险、促进医疗保险制度改革，打通资金通道等方面保障老年人对“医养结合”的有效需求；从改变“大政府、小社会”供给模式，、促进养老服务业的产业化发展、形成多种
