2、lenge,toprepareourpeoplefortheboldnewworldofthe21stcentury. Wehavemuchtobethankfulfor.Withfouryearsofgrowth,wehavewonbackthebasicstrengthofoureconomy.Withcrimeandwelfarerollsdeclining,wearewinningbackouroptimism,theenduringfaiththatwecanmasteranydifficulty.WiththeColdWarrecedingandglobalcommerceatre
3、cordlevels,wearehelpingtowinunrivaledpeaceandprosperityallacrosstheworld. MyfellowAmericans,thestateofourunionisstrong.(Applause.)Butnowwemustrisetothedecisivemoment,tomakeanationandaworldbetterthananywehaveeverknown.Thenewpromiseoftheglobaleconomy,theInformationAge,unimaginednewwork,life-enhancingt
4、echnology-alltheseareourstoseize.Thatisourhonorandourchallenge.Wemustbeshapersofevents,notobservers.Forifwedonotact,themomentwillpass-andwewilllosethebestpossibilitiesofourfuture. Wefacenoimminentthreat,butwedohaveanenemy-theenemyofourtimeisinaction.So,tonight,Iissueacalltoaction-actionbythisCongres
5、s,actionbyourstates,byourpeople,toprepareAmericaforthe21stcentury.Actiontokeepoureconomyandourdemocracystrongandworkingforallourpeople;actiontostrengtheneducationandharnesstheforcesoftechnologyandscience;actiontobuildstrongerfamiliesandstrongercommunitiesandasaferenvironment;actiontokeepAmericathewo
6、rldsstrongestforceforpeace,freedomandprosperity.Andaboveall,actiontobuildamoreperfectunionhereathome. Thespiritwebringtoourworkwillmakeallthedifference.WemustbecommittedtothepursuitofopportunityforallAmericans,responsibilityfromallAmericans,inacommunityofallAmericans.Andwemustbecommittedtoanewkindof
7、government-nottosolveallourproblemsforus,buttogiveourpeople-allourpeople-thetoolstheyneedtomakethemostoftheirownlives. Andwemustworktogether.Thepeopleofthisnationelectedusall.Theywantustobepartners,notpartisans.Theyputusallrighthereinthesameboat,theygaveusalloars,andtheytoldustorow.Now,hereisthedire
8、ctionIbelieveweshouldtake. First,wemustmovequicklytocompletetheunfinishedbusinessofourcountry-tobalanceourbudget,renewourdemocracy,andfinishthejobofwelfarereform. Overthelastfouryears,wehavebroughtneweconomicgrowthbyinvestinginourpeople,expandingourexports,cuttingourdeficits,creatingover11millionnew
9、jobs,afour-yearrecord.(Applause.)Nowwemustkeepoureconomythestrongestintheworld.Weheretonighthaveanhistoricopportunity.LetthisCongressbetheCongressthatfinallybalancesthebudget.(Applause.) Intwodays,Iwillproposeadetailedplantobalancethebudgetby2023.Thisplanwillbalancethebudgetandinvestinourpeoplewhile
10、protectingMedicare,Medicaid,education,andtheenvironment.ItwillbalancethebudgetandbuildontheVicePresidentseffortstomakeourgovernmentworkbetter,evenasitcostsless.Itwillbalancethebudgetandprovidemiddleclasstaxrelieftopayforeducationandhealthcare,tohelptoraiseachild,tobuyandsellahome. Balancingthebudget
11、requiresonlyyourvoteandmysignature.ItdoesnotrequireustorewriteourConstitution.(Applause.)Ibelieveitisbothunnecessaryandunwisetoadoptabalancedbudgetamendmentthatcouldcrippleourcountryintimeofcrisis,andforceunwantedresults,suchasjudgeshaltingSocialSecuritychecksorincreasingtaxes.Letusatleastagree,wesh
12、ouldnotpassanymeasure-nomeasureshouldbepassedthatthreatensSocialSecurity.(Applause.)Whateveryourviewonthat,weallmustconcedewedontneedaconstitutionalamendment,weneedaction.(Applause.) Whateverourdifferences,weshouldbalancethebudgetnow.Andthen,forthelong-termhealthofoursociety,wemustagreetoabipartisan
13、processtopreserveSocialSecurityandreformMedicareforthelongrun,sothatthesefundamentalprogramswillbeasstrongforourchildrenastheyareforourparents. Andletmesaysomethingthatsnotinmyscripttonight.Iknowthisisnotgoingtobeeasy.ButIreallybelieveoneofthereasonstheAmericanpeoplegavemeasecondtermwastotakethetoug
14、hdecisionsinthenextfouryearsthatwillcarryourcountrythroughthenext50years.Iknowitiseasierformethanforyoutosayordo.ButanotherreasonIwaselectedistosupportallofyou,withoutregardtoparty,togiveyouwhatisnecessarytojoininthesedecisions.Weoweittoourcountryandtoourfuture.(Applause.) Oursecondpieceofunfinished
15、businessrequiresustocommitourselvestonight,beforetheeyesofAmerica,tofinallyenactingbipartisancampaignfinancereform.(Applause.) Now,SenatorsMcCainandFeingold,RepresentativesShaysandMeehan,havereachedacrosspartylinesheretocrafttoughandfairreform.Theirproposalwouldcurbspending,reducetheroleofspecialint
16、erests,createalevelplayingfieldbetweenchallengersandincumbents,andbancontributionsfromnoncitizens,allcorporatesources,andtheotherlargesoftmoneycontributionsthatbothpartiesreceive. YouknowandIknowthatthiscanbedelayed.AndyouknowandIknowthedelaywillmeanthedeathofreform.Soletssetourowndeadline.LetsworktogethertowritebipartisancampaignfinancereformintolawandpassMcCain-Fe
