1、毕业论文题目：基层政府能力建设探究以宿迁市沭阳县为例摘要随着社会经济不断发展，民众对政府服务水平提出了更高的要求，加强政府服务能力建设因而显得日益紧迫。乡镇政府是我国最基层的政权机关，同时也是基本公共服务的重要提供者，因此，国家高度重视乡镇政府服务能力建设，2018年2月20日中办和国办中视111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111111更是出台了关于加强乡镇政府服务能力建设的意见，要求各个地
2、区各部门依照意见认真执行。事实上，我国早在2002年便提出要加强政府服务能力建设，只是没有明确的文件来进行指导，各个地区则采取多种措施来进行服务能力建设，虽取得一定的效果，但也存在不少问题。本文以宿迁市沭阳县为例，采用问卷与访谈等方式对其政府服务能力建设进行调查，运用新公共管理理论、善治理论分析其中存在的问题，并从服务理念、服务动力、体制机制以及路径等方面剖析造成问题成因，然后在借鉴国外基层政府服务能力建设经验的基础上，有针对性地提出对策建议。具体来说，文章绪论部分对研究背景、国内外研究综述、研究内容、框架等进行全面介绍，为全文奠定框架；其次对相关概念以及理论进行了阐述，后文的分析如沭阳县基层
3、政府服务能力水平提升的措施等均构建在理论之上；接着对沭阳县基层政府服务能力建设现状及存在问题进行全面探究，指出该县基层政府服务能力所取得的成效，包括具备一定的反应与应变能力、能够为公众提供较佳的服务以及政府服务职能有一定的改变三方面。同时点出该县基层政府服务能力建设存在的问题，包括五方面，分别是服务理念较滞后、服务方式较落后、权责配置欠合理、服务机制不健全以及服务效能较低下。另外，对沭阳县基层政府服务能力建设的影响因素进行了探究，分别从理念方面、动力方面、体制方面、机制方面以及路径方面五个因素出发，进行了概述。接着对国外政府服务能力建设情况进行了概述，以美国、英国、德国、法国、巴西五个较具有代
4、表性的国家为例进行了探究，指出其经验及启示，即需要完善政府服务理念、确定政府服务制度、明确政府服务机制、创新政府服务方式以及优化政府服务体制。最后借鉴国外相关经验，结合我国实际情况，提出强化沭阳县基层政府服务能力建设的对策，其中包括树立科学服务理念、构建合理服务制度、完善政府服务体制、健全政府服务机制以及创新政府服务路径等。能够促进我国县级政府（基层政府）的公共服务职能进一步深化。也能够使地方政府公共服务供给不足的现实矛盾得到一定的缓解。能够对政府优化公共服务，调整公共服务的资源分配以及构建和谐社会起到一定的作用。另外，本文将新公共管理理论与善治理论融于政府服务能力构建之中，可以在一定程度上对

The township government is the most basic political organization in China, and it is also an important provider of basic public services. Therefore, the state attaches great importance t
7、o the building of service capacity of township governments. In February 2018, the China Office and the State Administration of the Peoples Republic of China even issued the “About the strengthening of townships. The Opinions on the Construction of Government Service Capability requires all localitie
8、s and departments to implement it in accordance with their opinions. In fact, as early as in 2002, China proposed to strengthen government service capacity building, but there is no clear document to guide, and various regions have taken a variety of measures to build service capacity. Although they
9、 have achieved certain results, there are many problem. This article takes Shuyang County of Suqian County as an example, uses questionnaires and interviews to investigate the construction of its government service capabilities, analyzes the problems existing in it using the new public management th
10、eory and good governance theory, and considers the service concepts, service dynamics, institutional mechanisms and paths. Analysing the causes of the problems in other aspects, and then based on the experience of the service capacity building of foreign grass-roots governments, we made targeted rec
11、ommendations. Specifically, the introductory part of the article gives a comprehensive introduction to the research background, research summaries at home and abroad, research contents, frameworks, etc., laying the framework for the full text; secondly, it elaborates on the related concepts and theo
12、ries. The analysis of the following texts is provided by the grassroots government of Shuyang County. The measures for improving the capability are all based on the theory; then, a comprehensive investigation is conducted on the status quo and existing problems in the service capacity building of th
13、e grass-roots government in Shuyang County, and the effectiveness of the countys grass-roots governments service capabilities, including a certain degree of response and resilience, is pointed out. There are three aspects that can provide better public services and changes in government service func

At the same time, the problems existing in the counts grassroots governments service capacity building are pointed out, including five aspects: lagging service concepts, lagging service approaches, unreasonable allocation of authority and responsibilities, unsound service mechanisms, and low
15、service effectiveness. In addition, the influencing factors of the service capacity building of the grass-roots government in Shuyang County were explored, and they were outlined from five aspects: concept, motivation, system, mechanism, and path. Then it summarized the situation of service capacity
16、 building of foreign governments, and conducted research in five representative countries such as the United States, the United Kingdom, Germany, France, and Brazil. It also pointed out its experience and inspiration, that is, it needs to improve the concept of government services and determine Government service system, clear government service mechanism, innovative government service methods, and optimized government service system.
