3、stem(AMLIS)Problem Area(PA).1.1.1 This practice addresses mining geospatial data relativeto the Surface Mining Control and Reclamation Act of 1977(SMCRA).2This geospatial data shall be obtained from eachstate,tribal,or federal(or combinations thereof)coal miningregulatory authority(RA)authorized und

4、er SMCRAto reclaimthe surface and underground effects of past mining operations.Abandoned mine land(AML),as specified in SMCRA Sec-tions 404(coal),409 and 411(non-coal)and cross referencedin additional sections on eligible lands,consists of those landsand waters which were mined for coal or other mi

5、nerals(orboth),or impacted by processing operations prior to enactmentof the SMCRA and abandoned or left in an inadequatecondition of reclamation,and for which there is no continuingreclamation responsibility under state or other federal laws formitigation of adverse impacts to human health and safe

6、ty orenvironmental resources.1.1.2 Title IV of the SMCRA establishes the national AMLReclamation Program under the Office of Surface MiningReclamation and Enforcement(OSMRE),U.S.Department ofthe Interior.The program was developed to reclaim land andwater resources adversely affected by past coal min

7、ing and leftabandoned or inadequately restored.During the years imme-diately following enactment of the SMCRA,OSMRE,states,and NativeAmerican tribes conducted surveys of eligible landsand waters and created individual inventories of problems to beaddressed under Title IV.In 1990 SMCRA was amended an

8、dOSMRE was required to maintain a national inventory of highpriority abandoned coal sites and provide standardized proce-dures for states and tribes to use in updating the data.The needfor an automated nationwide inventory system led to thecreation of the nationalAMLIS,a compilation of the individua

9、lstate,tribe,Federal Reclamation Program(FRP),and RuralAbandoned Mine Program(RAMP)inventories.The AMLISdocuments the estimated unfunded costs to remedy AMLproblems,records when funding is made available for a PA,and captures completed costs for constructed projects.It isused to record the work comp

10、leted under each individualAMLprogram and report the extent and cost of AML problemsremaining.1.1.3 As used in this practice,an AML PA represents aclosed polygon that defines the boundary of a uniquely definedgeographic area contained within an AML Planning Unit(PU)as described in the AML Inventory

11、Manual.3An AML PA is asubdivision of an AML PU that contains one or more AMLproblem type keyword features together with adjacent orhydrologically connected and impacted land and water re-sources.An AML PA should not cross PU boundaries.1.2 This practice applies to pre-SMCRAAML PAs that areinventorie

12、d in the AMLIS under the SMCRA Title IV Reau-thorization to provide for identification and management ofAMLsites and reclamation operations and facilitate the sharingof information with the public.1.3 The values stated in either SI units or inch-pound unitsare to be regarded separately as standard.T

13、he values stated ineach system may not be exact equivalents;therefore,eachsystem shall be used independently of the other.Combiningvalues from the two systems may result in non-conformancewith the standard.1.4 This standard does not purport to address all of thesafety concerns,if any,associated with
