3、 for highway structures.These procedures pertain to the inspections,measurements,and tests necessary for the fabricator and owner to substantiatematerial and product conformance to contract requirements.The fabricators quality control plan(QCP)is to be designedand implemented with the objective of e
4、nsuring that allmaterials incorporated into the work conform to contractrequirements.The owners acceptance testing plan(ATP)isdesigned to provide assurance that the fabricator has success-fully met this objective.1.2 Inherent in this practice is the assumption that designdetails and specifications a
5、llow maximum flexibility in proce-dures and processes to allow the most cost-effective fabricationto be performed consistent with the quality level specified.1.3 Alternative sampling methods,processes,procedures,and inspection equipment may be used by the fabricator whensuch procedures and equipment
6、 provide,as a minimum,thequality assurance required by the contract documents.Prior toapplying such alternative procedures,the fabricator is todescribe the procedure in a written proposal,and demonstrateto the satisfaction of the owner that the effectiveness of thesealternative procedures are equal

9、nspector,ATIan employee orrepresentative of the owner,responsible for performance ofduties specified in the ATP.3.1.3 acceptance testing plan,ATPthe formal proceduresadopted by the owner to monitor the fabrication process toensure that the quality levels specified are being achieved.Thisalso include
10、s a description of corrective actions to be taken bythe fabricator when the fabricator is not controlling thefabrication operation according to the accepted QCP.3.1.4 engineerthe State Highway Engineer of a Highway/Transportation Department/Agency,or authorized representa-tive,limited by the scope o
11、f duties as assigned by thetransportation agency.3.1.5 fabricatorthe contractor/subcontractor/fabricator/shop(hereinafter referred to as the fabricator)that provides thematerials and processes to fabricate structural steel members.3.1.6 nondestructive testing,NDTthe type of testing ofthe material or
12、 processes involved in the fabrication that doesnot require removal of material,or changes in the materialcharacteristics,that would alter the behavior of the finishedproduct.3.1.7 ownera transportation agency with the responsibil-ity for planning,contracting,erecting and maintaining afabricated str
13、ucture.3.1.8 quality assurance plan,QAPthe QAPconsists of thefabricators quality control plan(QCP)and the owners accep-tance testing plan(ATP),and is intended to ensure thatmaterials,personnel,procedures,and processes utilized duringfabrication of steel members meet the quality levels specifiedin th
