14、onal consensus of opinionon the subjects dealt with.(2)They have the form of recommendations forinternational use and they are accepted by theNational Committees in that sense.(3)In order to promote this international uni-fication,the I E C expresses the wish thatall National Committees having as ye
15、t nonational rules,when preparing such rules,should use the I E C recommendations asthe fundamental basis for these rules in sofar as national conditions will permit.(4)The desirability is recognized of extendinginternational agreement on these mattersthrough an endeavour to harmonize nationalstanda
