11、ions taken at the SC 17A meeting in Berlin in December 2008,IEC SC 17A/MT 36 prepared this first Committee Draft.It is based on the recommendations made by CIGRE WG A3-22.The following was considered when preparing this committee draft:-This Committee Draft mainly introduces the requirements for rat
12、ed voltages higher than 800 kV.Other changes that may be necessary will be covered later in a second amendment to this standard;-Based on the study made by WG A3.22 of CIGRE SCA3,a first-pole-to-clear-factor(kpp)of 1,2 is introduced for terminal fault test duties for circuit-breakers with rated volt
13、ages higher than 800 kV.It allows having a recovery voltage at power frequency that corresponds to the maximum stress in service.The amplitude factor value(kaf)is derived from the product kpp kaf that gives the required peak value of TRV;-Explanations on the choice of standard values will be given i
14、n IEC 62271-306 4.The following changes were made to 17A/914/CD:An addition to 4.2 regarding the new values for power frequency withstand tests as provided in 17A/819/CDV(amendment 1 to IEC 62271-1),to cover the requirements across the open contacts for 1100 kV and 1200 kV;For short-line faults the
15、term“insignificant time delay”has been replaced by“with a time delay of less than 100 ns”;Comment#19 of 17A/930/CC from SE:the suggested change was made to Table 5 only.Comment#64 of 17A/930/CC from CA was not accepted.The NOTE refers to the main document and it does not need to be repeated;The chan
