3、日期：学位论文作者毕业后去向：工作单位： 通讯地址： 摘 要目前我国正处于社会开展转型阶段，社会矛盾也成几何式暴增，各类经济矛盾和社会矛盾日益凸显。从国外经济开展经验来看，国内人均生产总值上升到1000美元到3000美元之间，是社会开展顶峰时期，也是各类社会矛盾凸显的时期。如何妥善处理好突发事件，是摆在中国政府面前一道难题。如果不能妥善处理好突发事件，就有可能造成经济滑坡。对于我国来说，能够妥善处理好应急事件，不仅仅影响到国家的开展和社会的进步，也会直接关联到人民群众的切身利益，同时也会对整个社会开展产生重大影响。作为执政党来说，如何妥善、迅速处理突发性事件，是对执政能力的考验，同时也是整个社
4、会关注的焦点问题。突发事件管理不仅仅关乎到当前，同时也影响到未来。本论文以突发事件应急管理中的政府责任为研究对象，对构建我国突发 事件应急管理机制政府责任进行了深入研究。主要内容包括如下：第一局部介绍了研究背景与问题、研究的意义、国内外研究现状、研究的根本思路，阐述了国外研究文献综述和国内研究文献综述。第二局局部析了应急管理机制的相关理论，阐述了突发事件、应急管理、快速反响机制，并指出了研究的理论依据。第三局局部析我国应急管理快速反响机制存在的问题及成因。首先分析了我国应急管理快速反响机制的建设概况。其中包括全国应急预案体系根本建立、应急管理体制初步建立、应急管理机制不断完善、应急管理法制体系
5、更加完备、应急队伍体系初步形成。其次分析了我国应急管理快速反响机制面临的问题，主要分为五个方面，分别是应急管理法制体系不完善、缺乏快速周密的预警机制、应急决策系统不健全、缺乏应急保障机制、缺乏善后修复转化机制。再次明确了我国应急管理快速反响机制面临问题的成因，具体包括了七个方面的内容：思想观念落后，责任意识不强、应急管理信息系统缺失、预警制度缺失、物资保障缺失、责任追究制度缺失、综合性协调机构缺失，政府部门配合不力、恢复机制缺失社会恢复工作缺位。第四局局部析了国内外突发事件应急管理体系概况及启示，分别介绍了香港应急管理体系概况、美国应急管理体系概况、日本应急管理体系概况，同时分析了国内外先进应
6、急管理体系对我国的启示及借鉴。第五局部指出了改善我国应急管理快速反响机制的对策分析，分别是强化应急管理快速反响理念、构建应急管理快速反响机制的指挥系统、加强应急管理快速反响组织机构的建设、完善应急管理快速反响机制的保障制度。关键词：应急管理；突发事件；政府责任AbstractAt present, our country is in the process of economic transition and social transformation, inevitably due to the various social conflicts and problems caused by
