2、f revision,the year of last revision.A number in parentheses indicates the year of last reapproval.Asuperscript epsilon()indicates an editorial change since the last revision or reapproval.1.Scope1.1 This practice covers the minimum elements for theaccurate location and description of geospatial dat

3、a for definingthe land reclamation and performance bond status of a permit-ted coal mine.1.1.1 Hereafter,reference to bond status means performancebond status.1.1.2 This practice addresses coal mining geospatial bound-ary data relative to the Surface Mining Control and Reclama-tion Act of 1977(SMCRA

4、),including interim and permanentprogram lands.2This geospatial data shall be obtained fromeach state,tribal or federal(or combinations thereof)coalmining regulatory authority(RA)authorized under SMCRA toregulate surface coal mining operations(SCMO).Each RAshall be the authoritative data source(ADS)

5、for coal mininggeospatial data.1.1.3 As used in this practice,the land reclamation status ofthe surface areas of a permitted coal mining operation repre-sents the area where coal removal and reclamation and relatedsupporting activities has occurred,is occurring,or is plannedand authorized by the RA

6、within a defined SCMO.1.1.4 Not all RAs use the same SMCRA bond release phasedefinitions.For example,SMCRA uses three phases whereassome RAs use four phases.1.1.5 Participation in the compilation of spatial data is notuniform across RAs,which may affect completeness,both interms of spatial data and

7、associated attributes.For some RAs,this standard may not be applicable because features describedherein do not occur within their area of responsibility.1.1.6 This standard is one of several in development relatedto SMCRA approved coal mining operations.Also underdevelopment is a terminology standar

8、d.Initial development ofthese standards is being done on an individual basis(SeePractice D7384),however they may be consolidated to reducerepetition of information between them.1.2 This standard does not purport to address all of thesafety concerns,if any,associated with its use.It is theresponsibil

9、ity of the user of this standard to establish appro-priate safety and health practices and determine the applica-bility of regulator limitations prior to use.1.3 The values stated in either SI units or inch-pound unitsare to be regarded separately as standard.The values stated ineach system may not

10、be exact equivalents;therefore,eachsystem shall be used independently of the other.Combiningvalues from the two systems may result in non-conformancewith the standard.1.4 This practice offers a set of instructions for performingone or more specific operations.This document cannot replaceeducation or

11、 experience and should be used in conjunctionwith professional judgment.Not all aspects of this practice maybe applicable in all circumstances.This ASTM standard is notintended to represent or replace the standard of care by whichthe adequacy of a given professional service must be judged,nor should
