3、the minimum requirements forfield and laboratory personnel,for establishing and maintaininga quality system,and establishes minimum qualifications foragencies engaged in the testing and inspection of road andpaving materials.1.2 Criteria are provided for evaluating the capability of anagency to prop
4、erly perform designated tests on road and pavingmaterials,and for establishing guidelines pertaining to anagencys organization,personnel,facilities,and quality system.This specification may be supplemented by more specificcriteria,such as that in Specification E329,and requirementsfor particular pro
5、jects.1.3 This specification can be used as a basis to evaluatetesting or inspection agencies,or both,and is intended for usefor the qualifying or accrediting,or both,of testing orinspection agencies,public or private,engaged in the testingand inspection of road and paving materials.1.4 Accreditatio
