ThearrivalofNationalGuardunitshasallowedtheBorderPatroltomovemoreagentsintofront-linepositions,andthisadditionalmanpowerisdeliveringresults.WiththesupportoftheNatio
4、nalGuard,BorderPatrolagentshaveseizedover17,000poundsofillegaldrugsandcaughtmorethan2,500illegalimmigrantssinceJune15th.Justlastmonth,BorderPatrolagentsintheRioGrandeValleySectorconfiscatedmorethan4,200poundsofmarijuanahiddeninatractortrailer.AndthesupportoftheNationalGuardwasimportantinmakingthisse

Rationalandcomprehensiveimmigrationreformmustbeginwithbordersecurity,andwehavemoretodo.SoIveaskedCongresstofunddramaticincreasesinmanpowerandtechnologyfortheBorderPatrol.Wewilladd6,000newBorderPatrolagents.Wewillbuildhigh-techfencesinurbancorridorsandnewpatrolroadsandbarriersinruralarea
6、s.Andwewillemploymotionsensors,infraredcameras,andunmannedaerialvehiclestopreventillegalcrossings.Bydeploying21stcenturytechnologies,wewillmakeourBorderPatrolagentsevenmoreeffectiveandourbordermoresecure. Yettobesuccessful,comprehensiveimmigrationreformmustalsoaccomplishfourothercriticalgoals.Weneed
7、atemporaryworkerprogramthatwillcreatealegalandorderlypathforforeignworkerstoenterourcountrytoworkonatemporarybasis.Thisprogramwilladdtooursecuritybyhelpingusknowwhoisinourcountryandwhytheyarehere.Andbyreducingpressureonourborder,itwillfreeupourBorderPatroltofocusonmakingsurewestopterrorists,violentc
8、riminals,anddrugsmugglersfromenteringourcountry. WeneedtoenforceourimmigrationlawsatourNationsworksites.Toenforcethelaw,wehavelaunchedraidsonbusinessesthatknowinglyhireillegalimmigrants.Wearefilingcriminalchargesagainsttheseemployers,andweareprosecutingthemtothefullestextentofthelaw. Tohelphonestbus
9、inessesfollowthelaw,Iproposemoreeffectivetoolstoverifythelegalstatusofworkers.Thesetoolsshouldincludeatamper-proofidentificationcardforlegalforeignworkers.Bytakingthesesteps,wewillmakeiteasierforbusinessestoobeythelawandleavethemnoexcuseforviolatingit. Weneedtoresolvethestatusofillegalimmigrantswhoa
10、realreadyhere.Theyshouldnotbegivenanautomaticpathtocitizenship.Thisisamnesty,andIopposeit.Amnestywouldbeunfairtothosewhoareherelawfully,anditwouldinvitefurtherwavesofillegalimmigration.Wewillfindarationalmiddlegroundbetweenautomaticcitizenshipforillegalimmigrantsandmassdeportationsofpeoplewhovebeenl
11、ivinghereformanyyearswithjobs,families,anddeeprootsinourcountry. Finally,weneedcomprehensiveimmigrationreformthathonorstheAmericantraditionofthemeltingpotbyhelpingnewcomersassimilate.Americansareboundtogetherbyoursharedideals,ourhistory,andtheabilitytospeakandwritetheEnglishlanguage.Whenimmigrantsas
12、similate,theyadvanceinoursociety,realizetheirdreams,andaddtotheunityofAmerica.Wecanfixtheproblemofillegalimmigrationanddeliveranimmigrationsystemthatisrationalandcompassionate.
