5、tdistancefromtheGreatHallofthePeople,whereweareinrightnow,istheworld-renownedForbiddenCity.Firstbuiltsome600yearsago,theformerImperialPalaceisthelargestandmostcompleteexistingensembleofancientroyalarchitectureintheworld.FromBeijingstime-honoredpastandthemajesticForbiddenCityitself,peoplecanlearnvivi
6、dlytheoriginality,greatnessandprofoundrichnessoftheChinesecivilizationandfeelforthemselvesthevigor,resilienceandpioneeringspiritoftheChinesenation.Beginninginthemid-19thcentury,Chinawasreducedtodiremiseryasthecountrysufferedonehumiliatingdefeatafteranotherandthepeoplelanguishedinpovertyandstarvation
7、asaresultofbrutalforeignaggressionsandcorruptandincompetentfeudalrulers.Refusingtosubmittoafateofagonyandwoe,theChinesepeoplefoughtbackpersistentlyandfinallybuiltupaNewChinaundertheleadershipoftheChineseCommunistParty.Since1949,whentheNewChinawasproclaimed,andparticularlysincetheimplementationofrefo
8、rmandopening-upprogrampioneeredbyMr.Dengxiaopingin1978,Chinahasundergoneaprofoundtransformationneverseeninthecountrybefore.Inashortspanof26yearsfrom1978to2023,ChinasGDPincreasedfrom147.3billionUSdollarsto1.6494trillionUSdollarswithanaverageannualgrowthrateof9.4percent.Itsforeigntraderosefrom20.6bill
9、ionUSdollarsto1.1548trillionUSdollars,averaginganannualgrowthrateofover16percent.Chinasforeignexchangereserveincreasedfrom167millionUSdollarsto62023.9billionUSdollars.Thenumberofruralpoorhasdwindledfromsome250millionto26million.TheoverallnationalstrengthofChinahasincreasedremarkablyandthetextureofli
10、feofitspeopleimprovedsteadily.Whileinheritingandcarryingforwardtheirproudpast,the1.3billionChinesepeoplearewritinganewchapterinhistoryastheymarchofonemindontheroadofbuildingsocialismwithChinesecharacteristics. WeinChinahaveidentifiedthegoalforthefirst20yearsofthiscentury.Thatistofirmlyseizetheimport
11、antwindowofstrategicopportunitiestobuildamoderatelyprosperoussocietyofahigherstandardinanall-roundwayforthebenefitsofouroveronebillionpeople.By2023,wewillquadrupleChinasGDPof2023toapproximately4trillionUSdollarswithapercapitalevelofsome3,000USdollars,andfurtherdeveloptheeconomy,improvedemocracy,adva
12、ncescienceandeducation,enrichculture,fostergreatersocialharmonyandupgradethetextureoflifeforthepeople.WearedeeplyawarethatChina,foraconsiderablylongperiodoftimetocome,willremainadevelopingcountry.Thepopulationfigureof1.3billionalonewillmakethefulfillmentoftheabovegoalaformidablechallenge,andwemustbe
13、preparedforalonganduphilljourneyahead.Torealizethisgoal,wemustupholdthescientificapproachinachievingeconomicandsocialdevelopmentofthecountry.Wemustputthepeoplefirst,makingthefundamentalinterestsofthebroadestmassesofpeopleourpointofdepartureandendeavoringtosatisfytheirgrowingmaterialandculturalneedst
14、opursuethecomprehensivedevelopmentofman.Wemustfocusoneconomicdevelopmentasourcentraltask,makingdevelopmentourtoppriorityandfacilitatingandall-roundprogressineconomic,politicalandculturalaspectsandinthebuildingofaharmonioussociety.Wemuststicktothedirectionofreformforasocialistmarketeconomy,stepupinst
15、itutionalinnovation,deepenreformsaimedatgalvanizingcreativevitalityofsocietyandincreasetheinherentdynamicsforeconomicandsocialdevelopment.Wemustadheretoourbasicpolicyofopeningtotheoutsideworld,buildingamoreopenmarketplaceandallowingthecountrytoparticipatemorebroadlyininternationaleconomicandtechnolo
