2、iaretobefoundinpositionsofleadershipthroughoutthecountry. here，asinsomanyotherplacesinchina，novisitorcanhelpfeelingtheexcitementofagreatcountrydevelopingatbreakneckspeed，andeverydayopeningupnewvistasofknowledgeandopportunitytoitscitizens.youcanbereallyproudofyourcountryandwhatithasachievedinthelast2
3、5years. asilookoutovertheyoungfacesinthisaudienceicannothelpenvyingtheinternationalstudentsmorethanathousand，iamtold，fromover50countrieswhohavetheprivilegeofsharingyourlearningexperiencehere. itremindsmeforamomentofmyownstudentdays，whenmycountry，ghana，wasnewlyindependent.wefeltweweresuddenlyreaching
4、outtotheworld，andmakingnewdiscoverieseveryday. butthenialsorememberthattimesofrapidchangecanbringpainandconfusion，evendestruction，aswellasprogressandexcitement. themorerapidandexcitingitis，themorechangecallsforcarefulmanagement，andwise，humaneleadership. orderandstabilityhavetobepreserved，butwithoutc
5、hokingoffthefreedomtoenquire，andexperiment，andexpressoneself，sinceasyouyoungresearchersknowbetterthananyoneknowledgeandsciencehaveavitalroleinnationaldevelopment. andtechnicalexpertiseneedstobeharnessedtothedevelopmentandsecurityofsocietyasawhole，sothatitnotonlycreatesgreaterwealthforthefew，butenabl
6、esallcitizenstofeelsaferandmoreprosperous. thedevelopmentofsuchagreatcountryaschinacannothappeninisolation.itaffectsthewholeworld，anditdrawsyouintonewrelationshipswithotherpartsoftheworld. increasingly，youreconomydependsonexchangeswithothercountriesbothimportsandexports，ofbothgoodsandcapital.foreign
7、investmentplaysanessentialroleinyourgrowth，whileyourholdingsofforeigncurrenciesandyourmanagementofyourowncurrencyarecomingtoplayavitalpartintheinternationalmonetarysystem. thismeansthatyouhaveastakeinthedevelopmentandprosperityofthewiderworld.andyoursecurity，too，dependsoninternationalpeaceandstabili
8、ty. yourgovernmentshowsthatitunderstandsthis，bytherolethatitplaysintheunitednations，andelsewhere.andincreasingly，chinesecitizensarecalledontotakerisks，andmakesacrifices，intheinterestsofglobalsecurity.itwasimpressivetosee，inournewspaperstheotherday，picturesofchinesepolicemeninbluehelmetspreparingtojo
9、intheunitednationsmissioninhaitianislandbuffetedbybothhumanandmeteorologicalstorms，whichisliterallyonthefarsideoftheworldfromhere. soiamhere，inpart，toexpresstheworldsgratitude.clearlyyouinchinahaveunderstood，asyoursayinggoes，thatweallsharethesamebreath.humanmiseryknowsnofrontiers，andnorshouldhumanso
10、lidarity. indeed，solidaritywasoneofthefundamentalvaluessolemnlyreaffirmed，fouryearsago，bythepoliticalleadersfromallovertheworldwhometatunitednationsheadquarters，andissuedthemillenniumdeclaration. theydeclaredthatglobalchallengesmustbemanagedinawaythatdistributesthecostsandburdensfairlythosewhosuffer
11、orwhobenefitleastdeservehelpfromthosewhobenefitmost. theypromisedtosparenoefforttofreemorethanonebillionoftheirfellowmen，womenandchildrenfromextremepoverty，andtomaketherighttodevelopmentarealityforall. andtheysetthemselvesprecisebenchmarksbywhichtheirsuccessinkeepingthesepromisescouldbemeasured，inth
12、eyear2023. thosebenchmarkshavecometobeknownasthemillenniumdevelopmentgoals，ormdgs.firstamongthemisthepledgetoreducebyhalftheproportionofpeopleintheworldlivingonanincomeoflessthanonedollaraday.othersincludethepledgetohalt，andbegintoreverse，thespreadofhiv/aids;andthepledgetointegratetheprinciplesofsus
13、tainabledevelopmentintoeverycountryspoliciesandprogrammes，sothatourchildrenandgrandchildrenwillnotfacethethreatoflivingonaplanetirredeemablyspoiltbyhumanactivities，orwhoseresourcesarenotsufficientfortheirneeds. willtheworldreachthesegoalsby2023。itdepends，ingreatpart，onchina. yourpopulationissolarge，
14、andyoureconomyisgrowingsorapidly，thatyourimpactonallglobalstatisticsisenormous.itistheoreticallypossiblethatwemightsucceedinhalvingtheproportionofverypoorpeopleintheworldby2023，simplybecausechinahadsucceededinliftingalmostallitspeopleoutofthatcategory，evenifmostcountriesinafricastillhadthesamepropor
15、tion. conversely，manycountriesmight，by2023，havemadegreatstridesincombatinghiv/aids，oradoptingsustainablemodelsofdevelopment.butifchinahadfailedtodothosethings，therewouldstillbeterribleconsequencesforhumanity. however，thatneednotbethepathtaken，eitherinthiscountryorintherestoftheworld.bothforyournatio
16、nalinterestsandintheinterestoftheworldasawhole，youhaveagreatresponsibilitytolookafteryourpeople，andyournaturalenvironment. butyourresponsibilitydoesnotendthere. theeighthandlastmillenniumdevelopmentgoalisaglobalpartnershipfordevelopment.thismeansthatdevelopingcountriesmustnotbelefttodevelopontheirown.theyneedthehelpofthericherandm
