11、应在45岁以下。3、外语条件以上各类公派出国留学申请人员都应能掌握相应国家的语言文字，可以比较纯熟地运用外文阅读专业书刊，并具有一定的听、说、读、写才能，通过短期培训即能用外语进展有关学科的学术交流。出国大学生和研究生的外语必须到达能听课的水平。进修人员和访征询学者必须参加国家教委组织的出国留学人员外语水平考试(EPT)并到达国家规定的分数线，或同一语种外语专业本科毕业，或曾在同一语言国家留学一年以上。4、健康条件各类公派出国留学人员的健康情况，必须符合出国留学的规定标准，必须通过省、市一级医院检查并得到健康合格证明书(证书有效期为1年)。凡符合上述规定的中国公民，均可提出申请。国家公费出国留学人员必须履行按期回国效劳的义务，并与国家留学基金治理委员会签定赞助出国留学协议书。该协议书由选派单位和公派出国留学人员双方签字，并经公证机关公证后生效。赞助出国留学协议书的内容，包括国家和单位对公派出国留学人员规定的留学目的、内容、期限、回国效劳的要求，向留学人员提供经费的规定，以及派出单位和出国留学人员双方的其它权利、义务和责任等。如留学人员不按协议规定履行回国效劳的义务，那么应归还出国留学期间的全部费用。
