1、Checklist for Plant CompletionSECTION 1-PURPOSEThis checklist is intended to assist the Contractor and Owner in defining their separateresponsibilities in the execution of work assignments as the plant or various areas.sys-tems,and facilities of the plant are being completed.It is also intended to f
2、acilitate thetransfer of responsibility from the Contractor to the Owner for the care.custody.andcontrol of the plant.in order to satisfy the requirements of each Contractor-Owner relationship.it may benecessary for the parties to make some revisions to the checklist.Negotiations betweenthe Contract
3、or and Owner shall establish the desired division of responsibility.SECTION 2-DEFINITIONSSection 2 presents definitions which along with the general and specific proceduresgiven in Sections 3 and 4 serve to clarify the basic principles associated with the transferof responsibility from the Contracto
4、r to the Owner at commissioning time.(a)Precommissioning.Precommissioning activities are the nonoperating adjustmentsand cold alignment checks detailed in Sections 3 and 4 that are generally made by theContractor.(b)Ready for commissioning.The plant.or part thereof.isready for commissioningwhen the
5、plant.or any part thereof.has been erected in accordance with drawings.spec-ifications.instructions.and applicable codes and regulations to the extent necessary topermit commissioning and when the precommissioning activities detailed in Sections 3and 4 have been completed.(c)Commissioning.The commis
6、sioning period follows the completion of the precom-missioning activities performed by the Contractor.Commissioning activities are associ-ated with the operation of items of equipment or facilities in preparation for plant startupand may continue through the initial operation of the plant.These acti
7、vities are theOwners responsibilities unless the contract specifically provides otherwise.(d)Completion of construction.Completion of construction means that the Contractorhas:1.Erected the plant.2.Completed precommissioning work3.Completed all special commissioning activities.4.Completed final clea
